Dribble Referee Agreement

1. Preamble and Definitions
These Referee Terms (the “Terms”) apply to every user who activates or uses the referee mode on the Dribble application (the “Application”) operated by Dribble LLC, a limited liability company duly registered at the Companies Control Department in The Hashemite Kingdom of Jordan (the “Company”). These Terms are read together with the Terms of Use and the Privacy Policy published in the Application.
- “Referee”: the user who activates the referee mode and becomes eligible to receive and accept officiating Assignments.
- “Assignment”: each specific officiating engagement offered to the Referee through the Application and accepted by them, comprising the conduct of a particular Match or competition at a stated time and place under the Rules of the Sport, together with the recording of its results and statistics.
- “Application” or “Platform”: the Dribble mobile application, and any website, interface or other electronic system made available by the Company for the operation of its services.
- “Acceptance”: the Referee’s expression of their own free will to take a specific Assignment, through the electronic step designated for that purpose in the Application.
- “Officiating Fee”: the amount displayed in the Application for the officiating of an Assignment and shall be due to the Referee.
- “Platform Fee”: the amount agreed and disclosed to the Referee at or before acceptance, deducted at settlement as the Company’s remuneration.
- “Match”: any specific sporting fixture, defined by its time and place, booked through the Application and conducted under the Rules of the Sport.
- “Players”: Application users who book the Match in question via the Application, and any other players participating in the Match.
- “Venue”: the sports facility or court where the Match is held. The venue is an entity separate from the company and remains responsible for its own facilities, licences, equipment and safety standards.
2. Electronic Acceptance
By activating referee mode and taking the electronic step designated for acceptance, the Referee enters a binding agreement with the Company in accordance with the Electronic Transactions Law No. 15 of 2015. Electronic acceptance has the force of a signed writing, and the records of the Application are admissible evidence of what is done through it. Where a material amendment is made to these Terms, the Referee may be required to accept the new version before continuing to use referee mode.
3. Eligibility
Referee mode is available only to natural persons who:
- Have attained eighteen (18) years of age;
- Provide information that is true, accurate and current;
- Hold, where stated in their profile, a valid and subsisting qualification, certificate or accreditation, and notify the Company promptly if it lapses;
- Provide, on the Company’s request, documents verifying identity, age, eligibility and qualifications, including an identification document and a valid Certificate of Non-Conviction;
- The referee account remains in pending-verification status until the Company completes verification of the submitted documents, and activates upon approval.
No verification step or badge granted by the Company constitutes a licence or accreditation from the Company or from any sports federation or body, unless expressly stated.
4. Independent Status
The Referee is an independent service provider carrying on their professional activity for their own account. Nothing in these Terms creates an employment relationship within the meaning of Article (2) of the Labour Law No. 8 of 1996: the Referee does not work under the Company’s supervision or direction, the Company does not direct the manner of their officiating, and the Company holds no disciplinary power over them.
The Referee is free to provide their services to any other person, entity or platform, inside or outside the Application, without restriction or permission. The Company does not guarantee any number of Assignments, Matches or hours, nor any income.
5. Assignments: Freedom to Accept and Decline
Available Assignments are displayed to the Referee according to sport, location, time and eligibility. The Referee has absolute freedom to accept or decline any Assignment, without giving reasons, and declining has no effect on their eligibility, their rating, or their future opportunities. There is no rota, no duty of availability, no minimum number of Matches, and no exclusivity.
Upon accepting an Assignment, the Referee performs it in accordance with the details displayed at the time of acceptance and the Rules of the Sport, subject to their right of withdrawal under clause 6.
6. Withdrawal and Non-Attendance
The Referee may withdraw from an Assignment they have accepted, without any penalty and without giving reasons, by notifying the Application no less than 12 hours before the scheduled start, so that the Assignment may be offered to another referee.
Non-attendance without notice is addressed exclusively through the objective eligibility criteria in clause 14, within the published count and period, and is not treated as a disciplinary matter.
7. The Officiating Fee and Platform Fee
The Officiating Fee for each Assignment is the amount displayed in the Application before acceptance; by accepting the Assignment, the Referee agrees to that Officiating Fee for that Assignment. The Platform Fee is disclosed to the Referee at or before acceptance and is deducted from the Officiating Fee at settlement, so that the amount settled to the Referee is the Officiating Fee less the Platform Fee.
Where Players cancel an accepted Assignment late, contrary to the cancellation windows published in the Application, a cancellation compensation may be charged to the Players on the Referee’s behalf and is treated as the fee of that Assignment for settlement purposes.
8. Formation of the Officiating Contract
Upon the Referee’s acceptance of a competitive-Match Assignment, the officiating contract forms directly between the participating Players and the Referee. The Company is not a party to it; its role is generally confined to providing the digital platform for its users, match making, scheduling, records, statistics, and to collection of the Officiating Fee.
9. Collection and Settlement
By agreeing to these Terms, the Referee tasks the Company to collect the Officiating Fee due to them from the Players, on their behalf and for their account, through licensed payment institutions in the Kingdom.
Payment of the fee by the Players through the Application constitutes direct fulfilment to the Referee thereby discharging the Players’ obligation to them in full from the moment payment is completed through the Application.
Settlement is made to the bank account registered by the Referee in the Application during sign up. The Company settles the Officiating Fee to the Referee according to the settlement cycle published in the Application, less the disclosed Platform Fee.
10. Refunds and Deductions
Amounts due for refund are returned to the original method of payment in accordance with the policies published in the Application.
The Company deducts from the Referee’s future settlements only amounts that were refunded or borne by the Company as a result of the Referee’s fraud, breach or error. The Company makes no other deduction from the Referee’s entitlements.
11. Authority on the Field of Play
The Referee has full and final authority in the management of the Match, and their decisions on the facts of play are final. The Company does not interfere in officiating decisions, does not review them, and does not act as an appeal body over them.
The Referee may decline to start, or may stop, a Match where they have reasonable cause to believe that continuing endangers their safety or that of the participants, or that the Venue’s conditions do not permit safe play.
12. Obligations of the Referee
In performing an Assignment, the Referee shall:
- Attend at the stated time and place;
- Officiate impartially and competently in accordance with the Rules of the Sport;
- Record results, statistics and required data accurately and honestly;
- Treat the Players, participants and the Venue with respect;
- Keep confidential the Players’ data they receive and use it solely to perform the Assignment;
- Report serious incidents, injuries and safety risks through the Application;
- Disclose any actual, or reasonably apparent, conflict of interest and decline or withdraw from the Assignment where their impartiality would reasonably be affected.
13. Absolute Conditions of Eligibility
The Referee’s continued listing in the referees’ register on the Application is conditional on none of the following occurring:
- Violence or the threat of it toward any person;
- Racism, discrimination, hate speech or abuse on any basis;
- Harassment in any form;
- Bringing a weapon or a sharp tool to the field or the Venue;
- Attending or performing under the influence of alcohol or narcotic substances;
- Betting, Match-fixing, or collusion with any participant;
- Submitting forged or misleading documents or credentials;
- Impersonation, allowing another person to use the account, or creating multiple accounts to defraud;
- Misuse or disclosure of user data.
14. Ratings, Eligibility Criteria and Verification
Players may rate the Referee after each Match. The average rating affects the Referee’s ranking and visibility among available referees according to the methodology published in the Application.
The eligibility criteria are exclusively those published in the Application, namely:
- None of the absolute conditions in clause 13 having failed;
- The stated qualification remaining valid;
- Non-attendance without notice not exceeding 2 occasions within 30 days;
- The average rating not falling below the published threshold;
- Recording of results and statistics for accepted Assignments.
15. Equipment
The Referee provides their services with their own tools and equipment: including their personal device, whistle and kit, at their own expense, and is responsible for their provision and upkeep, meeting any technical requirements published in the Application for its use.
16. Risk, Insurance and Liability
The Referee acknowledges the ordinary physical risks of attending sporting play and is advised to maintain their own personal accident insurance; the Company provides no insurance cover for them.
The Venue answers for its premises, equipment and safety; the Company answers for its own fault in the services it provides; each within the framework of Articles 256, 257 and 261 of the Civil Code No. 43 of 1976.
17. Taxes and Filings
The Referee’s Officiating Fees are their own personal/professional income. They are responsible for their income tax as an independent service provider and shall provide the tax information the law requires and cooperate with any withholding legally imposed on the Company. The Company provides, on request, an annual statement of the amounts settled to them.
18. Data, Confidentiality and Profile Licence
The Referee’s personal data is processed in accordance with the Privacy Policy and the Personal Data Protection Law No. 24 of 2023. The Referee is prohibited from using Player data for any purpose other than the Assignment.
By accepting these Terms, the Referee grants the Company a non-exclusive, royalty-free licence to host, use, reproduce, display, technically adapt and translate their profile content for the purposes of operating and promoting the Application.
19. Platform Integrity and the Account
The account is personal. Its sale, transfer, rental or sharing is prohibited, and the Referee shall promptly notify the Company immediately of any suspected unauthorised use. The Referee shall not use contact details or information obtained through the Application to move a transaction off the platform for the purpose of circumventing the Platform Fee.
20. General Provisions and Acknowledgment
The Company may amend these Terms by notice within the Application. Amendments apply prospectively to Assignments accepted after their effective date; material amendments may require re-acceptance.
These terms and conditions are issued in both Arabic and English; the Arabic text shall be deemed the authorised and binding version and shall serve as the reference in the event of any dispute or difference in interpretation between the two texts.
These terms and conditions are governed by the laws and regulations of the Hashemite Kingdom of Jordan currently in force, and the courts of Amman (Qasr al-Adl/Palace of Justice) shall have exclusive jurisdiction to settle any dispute arising therefrom.
Acknowledgment: By activating referee mode, the Referee confirms that they have read and understood these Terms; that the information they provided is true and accurate; that they are an independent service provider and not an employee of the Company nor a representative thereof; that the officiating contract for competitive Matches forms between them and the Players; and that they agree to be bound by these Terms throughout their use of referee mode.
